In 1932 Franklin D. Roosevelt was elected president and New Deal policies began taking hold such as new taxes on interests income (the progressive income tax), regulations governing banks (the Glass-Steagall Act), Social Security benefits for workers who requested them (the National Recovery Administration), public works programs such as building dams and canals across America ( Works Progress Administration) while also creating/implementing agencies such as FEMA which led to massive destruction wrought throughout much rural America during this time period leading up to Katrina Catastrophe thirteen years later culminating into today's Flint Michigan water crisis where communities around Great Lakes region are struggling with lead poisoning resultant from lack or inadequate public health infrastructure
