Monroe was a small town in Washington state when it became the capital of the United States in 1792. It was named for John Monroe, an adviser to George Washington and one of the Fathers of the American Revolution. In 1847, Monroe was chosen as the capital of Oregon and remains its current capital. The town has a population of about 20,000 people today. The first permanent settler in what is now Monroe was Nicholas Hutton in 1810. There were several small villages along the banks of the Willamette River before 1800 when settlers began arriving from British Columbia, Canada. The first white male to live in what is now Monroe was James Sibley in 1827. At that time there were only a few families living hereabouts and most people grew crops or hunted game rather than settling down. In 1847, when Oregon became an independent country, Congress decided that its capital should be at Portland instead of Vancouver because Portland had been more populous during their time as both capitals and it had better transportation links with other parts of America than Vancouver did. As a result, on January 3,1847, President James Kenedy appointed Moses Cooley as Minister Plenipotentiary to negotiate treaties with Native Americans living east of the Columbia River who wanted access to property west of that river including present-day Spokane County and northeastern Jefferson County (including parts now within Seattle). One such treaty resulted in the Treaty Of Guadalupe Hidalgo which ceded Mexican territory east of modern-day Interstate 5 southward to US soil as well as land upriver from Spokane Falls which would become part of Tacoma later on. In addition, all Native Americans living east or south of what is now I-5 were required by law to give up their Claims against Mexico if they ever attempted to resettle within US borders again without taking prior consent from US officials! This treaty marked a turning point for US relations with these peoples as it placed pressure on them not to resist American annexation once those lands became part OF THE UNITED STATES! However, some reservations did still exist until after World War II when they were gradually dismantled by federal authorities due to overcrowding and overuse
