In 1955, much of rural Oak Harbor became subdivisions within new towns created by order of Governor Edwin Meese I due to rapid population growth within Washington state during that decade; these towns formed what are now known as "collar counties". On July 16th, 1958 an act transform Pierce County into an open enrollment college district required voting by students at all colleges and universities located within its boundaries including those servicing Pierce Island (now Thurston County) with exception being Occidental College which situates on Mount Olympus just outside Olympia limits). For over 50 years Occidental has been one side effects while other colleges have grown up around them without any vote or connection to Occidental until recently when they too were asked to enroll students from Pierce Island since their services would be needed soon enough by Occidental’s expansion plans onto Thurston County limits only about 10 miles away! In response OccidentalCollege sued saying this amounted to electioneering! A hearing officer determined that “the request does not amount to electioneering” but ruled against both parties claiming First Amendment rights!
