The first permanent European settlers arrived in 1827 when the Umpqua River was named for George Vancouver, who had explored it while on his circumnavigation of America. The town site was surveyed by Capt. John Claggett and Lt. James Fife on October 26, 1830; they named it after Prince Rupert's landed colony of Victoria (now British Columbia), Australia. A post office called Port Angeles was established at this location on December 5, 1830; it remained in operation until 1907. In 1840, Captain George Vancouver installed a sawmill and gristmill here; these mills continued to operate until 1907. In 1853–1854, local residents built a wharf and started shipping goods upriver from Tacoma via ferries to Olympia and other Puget Sound ports; however, this venture failed because of high water levels that year near Tacoma and due to competition from larger lumber companies based out of Oregon City (later renamed Seattle). In 1861 when Queen Victoria issued her proclamation announcing that all white citizens within her dominions were required to serve in the American Civil War*, several local men volunteered to enlist as soldiers*.
