Gun security history in Spokane, Washington can be traced back to the early 1900s. Gunsmiths and hunters in the city began arming themselves with pistols and shotguns for protection against animal predators. By 1907, guns were being stored openly on streets and sidewalks throughout Spokane. The city passed an ordinance regulating handguns in 1911-12, which limited handgun ownership to licensed law enforcement officers and anyone with a valid pistol license from another state or country. In 1938, restrictive gun control measures were passed by Spokane City Council after the shooting of two councilmembers at a party. At that time, handguns could only be possessed by individuals who had been employed as law enforcement officers or those owning property that was used as such bylaw. The ordinance also required any person purchasing a handgun to have one hand currently held onto the muzzle of the weapon while making a purchase. The following year saw the first documented use of handguns in Spokane when one individual shot at another through a window during an argument over money. In 1951, an amendment to the city’s charter was approved allowing concealed carry of handguns statewide. This amendment allowed citizens of other states with permits to carry their firearms within Spokane without having to pass additional background checks or go through lengthy paperwork requirements. Gun control measures continued to be passed throughout Spokane until 1978 when mayoral candidate Russ Feineman proposed creating an “arms department” within city government responsible for maintaining all firearms in public places including but not limited to: libraries, schools, hospitals and police stations. Feineman’s proposal failed to gain traction among local politicians and gun control measures remained unchanged until 1984 when amendments were made to the city charter allowing open carrying of handguns on public property without prior notification or consent from owners/occupiers subjecting their firearm(s) to confiscation if they were not carrying unloaded devices at all times while on said property (a measure which unfortunately came into effect shortly thereafter).

Spokane, Washington is a city in the U.S. state of Washington and the county seat of Spokane County. The population was 54,569 at the 2010 census and is considered an inner-ring city by most analysts. The region now comprising Spokane was first settled by Native Americans including the Kootenai Tribe in the 17th century. In 1847, Spokane become known as "The Hub of the West" because it served as a terminus for wagon trains travelling from California to Oregon and points east. In 1889, Spokane became a town after being designated as such by Territorial Governor John Stevens Hastings. As part of that process, all original town boundaries were redefined to include portions of today's Anacortes County and Sedro Woolley County outside of downtown Spokane proper. By 1907, much of downtown had been destroyed by fire which reduced its population to 32 people living in six blocks centered around Fourth Avenue and Union Street NW. However, during World War I industry began to revive with new production facilities built nearby such as Sproat Paper Company on Third Avenue NW and Boeing Airplane Factory on North Capitol Street NEB across from City Hall (now Cascade Mall). These factories support local jobs while also contributing significantly to the growth of downtown Spokane over time; today there are more than 1,000 businesses located in downtown Spokane compared with just 50 years ago when only 100 people lived within walking distance of City Hall

In 1907, the City of Spokane merged with the Town of Roanoke to form the current city. After the war, Spokane's economy shifted from manufacturing to services and construction. By 2000, however, many businesses had closed or relocated to other cities due to economic decline.
