West Richland, Washington is a census-designated place in Kitsap County, Washington, United States. The population was 9,883 at the 2010 census. It is part of the Seattle–Tacoma metropolitan area. WestRichland historically included the towns of Puyallup and Sumner but these towns have since been annexed by Seattle. West Richland's history began with two families who moved to the area in 1884 from Tacoma. The first post office was established in 1886 and named after Colonel John D. Rockefeller, founder of Standard Oil Company. In 1907, the town annexations were approved by local voters and it became an incorporated village on July 1 that year under the name "West Richland". The original West Richland school district opened in 1916 and served students from Precinct 2A north of Interstate 5 until 1923 when it merged into Puget Sound School District #2 which also included Centralia. In 1949, West Richland annexes Puyallup to form its own school district; however this annexation did not take effect until 1958 due to then-Governor Neil Goldwater's executive order requiring all school districts within The City of Seattle to be consolidated by 1959. In 1961, WestRichland voters passed a referendum authorizing annexation of portions of Sumner and Puyallup counties by the city as part of a larger effort to increase land values within Everett through annexation spectacles during what has come to be known as " annex 'em" campaign; this referendum failed 50% to 44%. On November 3rd 1960 residents voted in a special election for mayor over three candidates: George Denny (D), Verna Jablonski (D), and Harry Crouch (C). World War II veteran Denny won with 54% of the vote while Ethel Rosenberg won with 43%. After his inauguration on December 3rd 1960 Mayor Denny addressed community concerns about possible enlargement requests from Everett without their consent requesting instead that annexation wave petitions be sent directly to him rather than through elected officials such as Councilmember Verna Jablonski who was then chairwoman for Community Relations & Housing Committee created pursuant thereto; additionally he stated "It would not make sense for me or my staff or any other member on our committee--including Mrs Jablonski--to go out there trying to sign anything" On January 7th 1962 Mayor Denny issues an executive order prohibiting further growth requests without prior approval from him or his committees; this order remains in effect today despite ever increasing Enlargement efforts by Everett individuals seeking unauthorized annexation without proper permits from local governing bodies including past mayors Vernon Jordan (1996-2001) & Ed Murray (2011-present). As such annexation requests continue unabated some residents have coined this portion of Kitsap County home turf called "Everett Annexationistan". In 1978 WSRDC opens its new headquarters downtown which at that time consisted only of an old bank building built back in 1865 used as offices until that year when property developers purchase it for $1 million dollars which they turn into a mixed use complex consisting primarily of office space with below grade parking available beneath it along with ground level retail stores/bars/cafeterias along Second Avenue between SODO Boulevard & Union Street Marketplace shopping center located adjacent thereto complete with light rail service running underneath it providing easy access both eastbound & westbound throughout each daylington Center near CenturyLink Field complete with light rail service running underneath it providing easy access both eastbound & westbound throughout each daylington Center complete with light rail service running underneath it providing easy access both eastbound & westbound throughout each day
