Red Dot Sight History in Rock Springs, Wyoming Rock Springs is located in the U.S. state of Wyoming and was founded by the Cheyenne people in 1868. The city was named for General John J. Pershing, who fought in World War I and as a result, many buildings were dedicated to him including the Red Dot sight history building which is now occupied by the museum. In 1903, the city's first post office opened and included a red dot sight on its roof. By 1907, there were over 100 red dot sights located throughout Rock Springs. Rock Springs was founded in 1859 by Major John C. Fremont and his men as a small trading post on the Platte River. The original town was located on the east side of the river, near present-day Rock Springs Junction. In 1862, Rock Springs became the capital of Wyoming Territory after Laramie was chosen as its permanent seat. I n 1869, following a Territorial Legislature vote to annex Laramie County, Rock Springs became the county seat of that newly created county. The city's location at the junction of two large Cache Valley riversigorited ranchers and miners who began settling there in earnest in the 1870s. By 1900, over $2 million had been invested in mining and ranching operations at Rock Springs; it remained one of Wyoming's most important economic centers until World War II when its rural population declined severely due to prosperity elsewhere in the state. In 1907, during an attempt to adjust grazing rates for local livestock owners, then-President Theodore Roosevelt convened a meeting at which he proposed creating a public land management area around Rocky Mountains National Park so that private ownership would be discouraged and public use would be promoted. At this same meeting, Representative Franklin D. Roosevelt (D-NY) introduced legislation establishing Rocky Mountain Conservation Authority which would provide financial support for park development from federal coffers with an ultimate goal of preserving both public lands and their natural resources while promoting tourism within national parks
